The Kansas Association of City/County Management (KACM) awarded four scholarships and granted one life membership at the Spring KCCM Conference on April 30, 2021.
The Virgil A. Basgall Scholarship of $3,000 was awarded to Lucas Peterson, Univerisity of Kansas. This award goes to the applicant that most displays the character and aspirations of Virgil Basgall, including an interest in pursuing a career as a City or County Manager.
The KACM Scholarships, $2,000 each, were awarded to Taylor Belvill, Wichita State University, and Sabrina DeSantis, Kansas State University. The KACM scholarship is intended to serve the same purpose as the Virgil Basgall Scholarship – to encourage graduate study in the discipline of public administration by people interested in pursuing a career in local government management.
A Rising Star Scholarship of $2,000 was awarded to Samantha Moon, City of Osawatomie. This scholarship is offered to people currently working in the public sector to advance their careers in city or county management in Kansas.
KACM also granted a life membership to Dennis Kissinger, the former City Manager of Salina, KS. He served local governments in Kansas for more than 30 years and was an active member of KACM. He was President of KACM's Board of Directors in 1998, received the Buford Watson Award in 2014, and was recently a Senior Advisor. The purpose of life memberships is to promote and improve the proficiency of its members and public administration in Kansas.
