Are you a Chief Administrative Officer?

Effective January 1, 2013, and subject to a protest filed pursuant to Article VI, Section 3, an individual who accepts a chief administrative officer position for the first time with a Kansas city or county and was not previously a full member of KACM, shall be granted a complimentary full membership for the calendar year in which they accepted the position.

Criteria

Appointment: I occupy a position that is appointed by an elected representative or representatives and is directly responsible to an elected representative and/or representatives.
Policy Formation: I have significant responsibility in the development and analysis of public policy alternatives and in the implementation of policy once adopted. (This means I develop public policy alternatives and recommendations for consideration by elected officials and have access to the council and work with its members.)
Budget: I have major responsibility for the preparation and administration of the operating and capital improvements budget.
Appoint Authority: I exercise significant influence in the appointment of the key management personnel of the local government and particularly the appointment of the administrative and financial staff. (In other words, I have the authority to recommend the appointment of department heads and appoint a sufficient share of the management staff to control budget preparation and administration.)
Organizational Relationships: I am recognized within the local government organization as the principal general management professional and have a continuing direct relationship with the operating department heads on the implementation and administration of the programs. (I also have direct supervision over department heads, and, at a minimum, my overall management responsibility includes the status of first peer among administrative peers.)
Qualifications: I was appointed to the position based on my education and experience and on my qualifications to perform the duties and responsibilities of the position as defined by ICMA’s Practices for Effective Local Government Management. (This criterion means that you have been chosen on merit, have significant administrative experience and educational background, and will fulfill the requirement of Tenet 7 of the Code of Ethics to remain politically neutral. It excludes the strictly “political” appointment. However, it doesn’t mean that you must have local government experience.

Business Affiliate
Business affiliates shall not have the privilege of voting or holding office. To qualify as a business affiliate, the individual must complete the application and pay the appropriate fees as established by the
board.

Affiliate Member
Affiliate members shall have the privilege of voting but shall not be eligible to hold office. To qualify for affiliate membership, the individual may be any person who does not otherwise meet the qualifications for full membership and who is currently, or was formerly, employed by a city, county, or university.

CAO

CAO members shall have the privilege of voting and holding office. Chief administrative officers (CAO), assistant managers, and senior-level staff members may qualify for full voting membership based upon the following criteria. A CAO qualifies for full voting membership if the individual:

Occupies a position appointed by and directly responsible to an elected representative or representatives;
Has significant responsibility in development and analysis of public policy alternatives and implementation of policy once adopted;
Has major responsibility for preparation and administration of operating and capital improvement budgets;
Exercises significant influence appointing key management personnel (especially administrative and financial staff) of the local government;
Is recognized within the local government organization as the principal general management professional and has a continuing direct relationship with the operating department heads on implementation and administration of programs; and
Is appointed to the position based on education, experience and qualifications to perform the duties and responsibilities of the position as defined by ICMA’s Practices for Effective Local Government Management.

Honorary

Retired
A former KACM or ICMA member retired under KPERS or other applicable retirement system qualifies to join as a retired member. Retirees do not have the privilege of voting or holding office.

Student
Any person registered as a student in a university public administration program qualifies to join as a student. Students do not have the privilege of voting or holding office.

CAO Assistant

An assistant manager or senior-level staff member is eligible for full voting membership if the individual:

Is appointed by the CAO;
Reports to the CAO;
Has significant general administrative responsibilities; and
Has the approval of the CAO.

Awards Committee

The Awards/Recognition Committee is responsible for the oversight and implementation of various awards and scholarships presented on behalf of the Association. This includes the refinement and development of policies governing various awards. Currently this committee oversees the following awards: Buford Watson, Jr. Award, and Career Achievement Award. This committee also oversees the following scholarships: Virgil Basgall, KACM, and Rising Star Scholarship.

Conference Planning Committee

This committee is responsible for organizing and coordinating the various conferences and membership education seminars sponsored by the Association. Since many educational opportunities are conveyed to Association members through the Internet, this Committee has also been assigned the responsibility to oversee the Association's emerging web page.

Membership Committee

The Membership Committee is responsible for the development and maintenance of a strong support network among Association members. Specific responsibilities include the following:

The development and implementation of a plan to recruit new members and retain existing members to the Association.
Develop and foster a program to assist the Association members who are in "transition."
